Angry audio levels vary

Since Digital TV is supposed to be so much better than analog,
why do the audio levels vary so much from station to station and from program to program? On some channels I have to turn up the volume all the way in order to hear the sound. Then when changing channels, I get blasted with very loud sound from a station that transmits higher audio levels.
This never used to happen with the old analog system. Is anybody aware of
this situation? And is it going to be corrected?
