You can use the
FCC site or RabbitEars.info to keep track of proposals a station files with the
FCC. However there are three steps bascially in
FCC site when looking up a station.
1) Accepted for Filing, means the
FCC received and filed the request
2) Granted which means the change requested was granted.
Now most requests are good for 3 years before they "time out".
So:
3) would be the station actually doing the upgrade.
now you can find step 1 and 2 on the web sites, but step 3 you would have to contact the station to find out if they actually finished their construction permit.
RabbitEars.info is easier to understand than the
FCC site and links to the
FCC so it's a one stop web site to find most of the links you need to find info about a station.

Click on the "Technical Data and Screencaps" link
Then you have to know what the symbols mean. If you hover over the abbreviations you can see what they mean
You see they have a DT-CP Digitial stations construction permit
DX-CP Auxliarly transmitter construction permit
DT-APP means they are requesting this change and it been accepted for filing but not granted yet by the
FCC.
You can check to see if RabbitEars.info is up to date by clicking on the
FCC Query link.
CDBS link goes to where the filings are listed for that station
REC is an independent site that also keeps track of TV stations changes and shows it's own maps.
So there is a lot to look at but in the end, you just about have to call a station to find out if they have completed a construction permit.
