One thing about having XM / Sirius in my car is that I can receive pretty good reception as I'm driving around town or if I go on a trip, I can take my tuner with me and listen to the same stations as I was listening to in town. That won't be the case with atsc-mph...which is going to definitely be a pain having to constantly rescan while on the road to find new stations.

You are making assumptions to what is available as to what might be proposed.
There are no phones with
ATSC or MPH to my knowledge.
But comparing XM/Sirius that is a satellite service that covers the united states to a terrestrial tower that covers a 60 or so mile radius answers your own question.
XM comes from a satellite. no matter where you are in the US you receive from the same satellite.
MPH is broadcast from towers as "hitch hiker" to the main stations home signal. So wondering if you get the same stations while you travel would be the same as wondering if you get the same TV stations when you travel.
In other words can you take your TV and rabbit ears to a city a few hundred miles away and pick up the same stations? of course not. same for MPH.
