Also as far as reception of the signal from a station you either get it or not with digital, unless you live on the edge and breaks up.
When you receive it you receive the entire 19 mpbs stream at once. Your choice of which subchannel is shown on the screen it your choice as the other channels are there, but not being decoded.
So one sub channel can't come in better than another one. You either get them all or none of them.
What you are seeing though is real, and it can be one of two things. If it varies by the program shown, it's probably the program they are showing. If the blocking and pixelization follows a sub channel then it's because the aren't sending full bandwidth to that sub channel. This doesn't mean they can just add bandwidth to a sub, they may not have it available having used it on another sub on the main program content.

Look for the column "Video Bitrate"
You can see how much of their fixed 19 mbps they give each program source they transmit.
Notice that 7.2 is the Livwell network being shown in 16:9 720p with only 2.6 mbps. There is NO WAY IN HECK they can do this without mega blocking garbage to the screen. 16:9 720p look best up around 14 mbps but can be cut to about 9 and not break up, but not be as sharp of picture quality. When you drop that to 2.6 mbps like they are doing you end up with more blocks than picture.
7.3 doing 480i with only 2mbps is cutting it close. 480i starts looking ok between about 3 to good at 4 mpbs. But I bet 7.2 looks worse than 7.3
If 7.3 is just the SD version of 7.1, they are totally shooting their own foot, and should give that room to 7.2 though even that would not be enough but better.
