WayneL, Welcome to the DTVUSA Forum. There are no feasible options for connecting a CECB to a VGA monitor. There are HD tuners that would only require a simple adapter. Here's an option from a CECB to a VGA monitor, but again, for $79.99 it may not be feasible.
