Yes.
It's software that picks apart and analyzes the stations' signals. It shows everything you could want to know about the bitrates, what's contained in the stream, and so on. It's Windows software, but it's quite good at what it does.
With it, I can tell what resolution (480i, 480p, 720p, or 1080i) a stream is in, I can observe the presence of the TV Guide On-Screen service, the UpdateTV service, and Mobile
DTV streams. I can tell whether it's 4:3 or 16:9. I can tell if there are hidden streams, I can see
PSIP problems, I can tell just about anything you would want to know short of what the signal looks like on a spectrum analyzer.
There's a reason I aggressively seek data from it.
