Default different converter boxes pick up different stations

I have a rooftop antenna connected to a channelMaster antenna amplifier. A Insignia converter box picks up channel 13 in NYC on my tv in my living room , yet a Zenith converter box also connected to my amplifier will not see channel 13 in my kitchen and this tv is near my tv in my living room. The Zenith converter box is the same as the Insignia made by LG Electronics with same remote. If I turn off the converter box I get more analog channels, with the box turned on, less channels. I have a digital stream box converter box in my bedroom also connected to tv and I can't get channel 13 or many other analog tv stations. If all converter boxes are off I get more channels on all three tv's so my amplifier has to be working.

Which converter boxes are capable of pulling the highest amount of channels to match the same amount of channels I always receive in analog form.
