Lahar warning fails yet again: KREM TV Spokane, WA article, et al (so what's new...)?

In the 1950's and '60's every Wednesday at noon I heard the AIR RAID SIRENS that had been installed on telephone poles around town during or shortly after World War 2. The sirens were removed from the telephone poles in my area around 1973 (after it was clear to everyone, a nuclear strike was not going to be survived).
Now ... after spending a gazillion of our State tax dollars since the late 1980s (starting right after Mt. St. Helens visited the entire world) ... for some reason they cannot seem to wire something as simple as a doorbell. That's total CARP!
They have tried repeatedly over the years to make this system 'function' and yet, IT still refuses to work.
PLEASE ... someone tell me how I get a job where the results don't matter and someone else pays for my "work" for 30 years.
Literally, this is a perfect example of tax dollars work in Washington State: wanna visit here? 10% tax on top of everything you think about doing ...
