No, as there are a set of guidelines what is eligible and being HD makes it allowed.

Welcome to the forum.

You mentioned "HD Quality" in the title of your post, so does that mean you still want a coupon elgible box, but with HD quality? Or does that mean that your TV set is "HD Ready" and has a componenet or HDMI connection ready for a HD Set Top Box.

There's also a misconception that I made the same mistake too a while back, that HD set top boxes are sometimes called converters but this is incorrect because they do not down convert signals to analog. The signal remains digital which is why you're able to get HD with them.

Take a look at these threads when you get a chance too:

Samsung DTB-H260F, Winegard RC-1010, Coby DTV-140, Tivax LX1000

Best 1080p converter box w/ DVI-D or HDMI out?

The Centronics ZAT 502 is a popular HD tuner. Most of the ATSC tuners are $100 or so, and if you're spending that much and wouldn't mind having a DVR, check out the DTVPal DVR. It's ATSC tuner is capable of up to 1080i, has a DVR, and TVGOS EPG for around $200.

The following link gives a list of CECBs. Under the guidlines set by the FCC, none of the CECBs are allowed to be HD.

I have the centronic zat 502. It's great. Get it if you have an HDMI connection on your tv or receiver and especially if you have clear cable QAM.
