I purchased two converter boxes from the local Meijer Store. My antenna man found that neither boxes worked. I purchased two from him without coupons. I returned the original boxes to Meijer for refund. They only refunded the difference between purchase price and $40 coupons. I was out $80 , is that legal?

What was your antenna guy's explanation why the converter boxes didn't work?

According to the government's coupon website FAQ,

Quote:

If the retail store permits exchanges, you can exchange the converter you purchased for another coupon-eligible converter box.

Most retailers will allow for an exchange, but will not refund cash or the coupons themselves, only exchange for a coupon elgible-converter box.
