It is because it is a federal regulation in place by the FCC that says if you are able to get locals from your local market, it is ilegal to provide you with locals from other markets. Directv just has to obey this law or they would be heavily fined. Even people who dont get locals from Directv and submit a waiver for out of market locals get denied sometimes by those networks.

if you have directv check out the am21 tuner and also they have a hd dvr with built in ota tuner and there free channels if you have a good antenna you can get them all and use the program guide and record shows on locals with either of those the am21 plugs into the usb port of your r22 dvr plus tuner and cost 50 bucks and the hd dvr tuner is built in but both work same as rest of directv programs in the guide and recording wise but get your own outdoor antenna don't use the pos round omni directional antenna they want to charge you 99.00 for it sucks and doesn't get many channels if you live in a rural area like me
