If you own half the building, then you have say about putting stuff on the roof. If you're renting, or the building is owned by an association/condo/co-op/etc., then the OTARD regulations (a
federal law) prohibit outright bans on satellite dishes. It only allows reasonable restrictions, but not outright bans.

Where would the stand be? If it is on a semi-private porch, terrace, deck or patio, OTARD would surely prohibit the new place from precluding you doing what you wish in this regard. To be clear, they cannot restrict satellite dishes because they are unsightly, unless they are a registered historical district, and even then there are limits on the restrictions that they can apply.
As indicated above, tell DirecTV the truth, regardless.
