Approved and I have not received my 2 coupons as of 1/9/2009

I mailed my converter box application on 11/11/2008 and have not received in the mail as of 1/9/2009. I have called numerous times and the only answer I can get is, you have been approved. What kind of program is the government running, I think it is unorganized and not thinking of the small people. Please mail me my coupons so I can save money like all Americans is trying to do in this time and day. Thank You!
