Cool 717.25 Mhz - Southern Illinois

Does anyone in the Southern Illinois area, near Scott Air Force Base, know if the signal at 717.25 Mhz is a real DTV signal?
Should be old analog channel 55's position, looks like a DTV signal, but the convertor I have does not recognize it.
