65 to the same TV? 65 converters to 65 different TVs? Give us some more details when you get a chance, and welcome to the forum.

Want to make sure I understand correctly. Does each TV use it's own winegard SS 1000 or are they sharing one single antenna?
Also, with the channels you've listed that you are not receiving, are those with our without a converter box?

Without knowing more about the (matv?) system it would be hard to make any suggestions to improve reception.
Are the converter boxes already installed but not picking up all the channels in each apartment? Are you using one amplified Winegard antenna to feed the tv signal to all 65 apartments?
If that's the case you're gonna' need a bigger distribution amp since I don't think Winegard makes one strong enough to send a reliable signal to 65 different tv's. Blonder-Tongue does make distribution amps that would do the job but they ain't cheap.
Let us know more about the systems set up so that we can be of better help.

Yes there is one antenna only and there is an amplifier but the signal is not good enough.

splitting a single antenna to 65 different televisions, don't expect that to work without a damn good amplifier.
