You want to be certain your antenna is located far enough away from power lines that it cannot fall over those power lines if it is blown down during a windstorm. If you have a 20 foot mast/antenna combination on your chimney which is 30 feet away from power lines, you should be safe.
ALL antenna masts should be grounded for lightning protection and there are links here on the forum explaining how to do it properly and legally.

Also if you install the antenna near of powerlines can get interferences due the noise generated by the wires and the power transmission and your efforts to put the antenna will be just not valid,
so no antenna near powerlines and if you plan to go up your roof take the proper security measurements for avoid accidents
The goal generally is that if your antenna falls, worst case it should fall at least 10 feet away from power lines. This is actually a question on the technician class amateur radio exam, IIRC.
The utilities say twice the combined length and height of the antenna (including any support structure) or 10 feet whichever is greater.
My personal rule generally is "as far away as possible" because if you go specifying a minimum distance people will think that is the ideal place to site an antenna.

As stated, the farther the better, but...
In some communities, regulations state that the mast/assembly if laying down (or having fallen), must not extend across your property line in any direction. That's why most of the Antenna Farms require such large areas. Check your local building codes.
