NO Coupons at all!

I have applied 3 times to get 2 coupons and never got any coupons. I have called and they told me that I should have only applied once. But I had waited for so long and didn't receive any coupons in the mail so I reapplied. Now I want to find out how I can get my 2 coupons that I am entitled to! HELP!

The program is out of cash, so we're all on a waiting list... until
the Congress allocates more money for those of us left in the lurch.

Yes , Its really dragging the process of making things in line, Hope that the congress allows more funds soon.
