In return for giving up a single analog channel, each of these broadcasters received up to 10 digital channels in return. For free.

How incredibly inane. 10 digital channels = a single analog channel. The entire article loses all credibility due to either the lack of knowledge of the writer, or the writer's willingness to exploit the medium to effectively lie to people through deception, to try to make a political point.
And a political perspective is evident since the writer clearly believes that sub-channels should be used a certain way. This is a common tactic used by people who
lose in Congress or in the regulatory process, expressing their feigned shock at the fact that how things got implemented didn't comply with the extra rules and criteria that they wanted imposed
but were not accepted. It's not much different from someone expressing shock and outrage about how, after the
digital transition, their analog television stopped working without a box.
Where's that toilet smiley. This article is a stinker.
