Article says converter boxes only "transmits" channels 2 through 13???
One of the worst writeups I've ever seen on the digital transition / coupon program. Some wonderful quotes,

I just don't understand a statement like: "The government program to issue $40 coupons to subsidize the purchase of DTV converter boxes has been a near failure." when there's no evidence to support it. Or maybe I should ask, a failure to whom? Everyone who wanted a coupon got one. Last statistic I saw on households not ready for DTV was like 1.8% and I bet it's even lower now.
