I have a need for coupon but without a phone in my name i cant apply. How do i apply

Just wanted to mention, after reviewing the Government TV Converter Coupon Application questions, it looks like they do not ask for your telephone number...Are you sure you're applying at the correct webpage? Or are you trying to apply by phone?
