6 weeks of fighting with no end in sight - Time Warner Internet

Long story short, in 6 weeks of fighting, I have gotten nowhere. I've had two different techs come to my place and check the same equipment, come to the conclusion its not in my home. (I've even shown them Tracert logs proving its an issue on their end) They escalate to managers who do not follow up.

I pay for 200/20.

This data center is somewhere around 15-20 miles away from me.

I've proven on more than one occasion that the issues I am experiencing are on Spectrum/TWC side. My issues START at a piece of hardware owned by TWC/Spectrum (I can send what proof I have when needed). How do I properly escalate a trouble ticket to get a callback?
