Ad spending - Internet vs. TV

Mashable reported that Internet ad spending beat broadcast TV for the first time: Internet Ad Spending Beat Broadcast TV for First Time Last Year However, I found it interesting that only 7% of this spending was on video commercials (almost half of the spending goes to search engine advertising). With TV advertising being a $75 billion per year business, I wonder why is only about $3 billion spent on the rapidly growing area of streaming video? This seems like a case of the advertising industry failing to recognize the risks and opportunities that come with the Internet (the way the music industry did years ago in the days of Napster and Blockbuster did in the age of Netflix).
