Apparently a Range of Spectrum IP Address are Blacklisted - Time Warner Internet

#1
This question is about "Apparently a Range of Spectrum IP Address are Blacklisted", with Time Warner Cable internet and apps. I've been unable to connect to one specific site (Gastonia Composite Squadron) since Aug 17. I had an IT guy troubleshoot it and he found that mine and a range of Spectrum IP addresses are on the Spamhaus ZEN blacklist and a couple of others. Not sure anything can be done about it.

Here's what my IT guy wrote:

Went to mxtoolbox.com and checked to see if my public IP address was blacklisted.

The following was a result from Spamhaus. Do you know if your email/website service is using Spamhaus for honoring the blacklist? Is it possible to whitelist my public address?

As you can see below, it looks like the entire /16 range is on the PBL.

Add blacklist monitor for 172.73.196.1

The Spamhaus Project - PBL

172.73.0.0/16 is listed on the Policy Block List (PBL)

Outbound Email Policy of Time Warner Cable/Road Runner for this IP range:

It is the policy of Time Warner Cable/Road Runner to share with other entities lists of our dynamic IP address space. While Time Warner Cable/Road Runner does not currently forbid customers from sending out mail directly from such space, it recognizes that others may wish to refuse mail from such space, and so Time Warner Cable/Road Runner makes that space known to others to facilitate their enforcement of their policies. Customers finding their mail refused by others due to a PBL listing should send their outbound mail through the outbound mail server designated for them; see Help & Member Services - We've moved for more information on the servers' names.
