Article says converter boxes only "transmits" channels 2 through 13???

One of the worst writeups I've ever seen on the digital transition / coupon program. Some wonderful quotes,

The government program to issue $40 coupons to subsidize the purchase of DTV converter boxes has been a near failure.
The box only transmits a few channels of the regular 2 through 13 that were previously received.
The channels that are received at one time are not received at another.
Channels that are received freeze up or become shattered. It was promised the box would allow all channels to be received the same as before the DTV switch.

I just don't understand a statement like: "The government program to issue $40 coupons to subsidize the purchase of DTV converter boxes has been a near failure." when there's no evidence to support it. Or maybe I should ask, a failure to whom? Everyone who wanted a coupon got one. Last statistic I saw on households not ready for DTV was like 1.8% and I bet it's even lower now.
