billing question - DirecTV

My Dad ordered service with AT&T Direct tv. The installation person told him they couldn't do Direct tv, but they could do uverse, at the same quoted price. It took 4 days to complete the installation, and now the bill he's received is over $300, when he was quoted $109 a month. Please direct me to someone who can explain this. Thank you.
