Cable box problems - Time Warner TV

This question is about "Cable box problems", with Time Warner Cable TV and apps. In November we tried to switch to a set top box.
We had an analog only tv. We asked if moving to the settop box would work and we're assured it would.
It didnt.
After 3 settop boxes, finally gAve up and borrowed a digital tv.
When connecting things up we can see the settings menu.
We can see channel numbers names and program details.
But every channel says to call customer service to have the channel activated.
We call, they say it is activated but only their message appears.
It's been almost 3 months. Nothing helps.
