CableCard all channels DRM/copyonce and not all channels received - XFinity

This question is about "CableCard all channels DRM/copyonce and not all channels received", with XFinity-Comcast television equipment. Exact same issue as this. Activated card. Card is active in HDHomerun but all channels are marked DRM/copyonce and I am missing some (even local, like altitude in my area). Please do whatever you do for that person. I called multiple times and all they do is re-pair the card and ask me to get a new one. I'm going to do that but the card seems to read fine...not sure what it will fix.
