Cannot receive all the premium channels I'm supposed to - XFinity

Every single day there are many Cinemax, Showtime and Starz channels that I am unable to receive that are allegedly part of my package. I get a message to the effect that "we are having problems; check back soon...." but nothing ever seems to change. What is going on?
