Cannot stream DVR footage on app unless on WiFi or VPN on Cellular - XFinity

Hi
I am having issue streaming contents from my DVR while on mobile. I can stream if on wifi (any wifi, not just the Comcast one, I tested this by using a phone hotspot) or with cellular data but also on VPN.
If I am not on VPN, I get a message stating "Well that didn't go as planned. Were having trouble playing this recording. We checked for this program On Demand but, unfortunately, it is not available. Please try watching another program."
This happens across multiple shows, episodes, and channels.
Anyone else has this issues?
