Dispute - DirecTV

HavNee time with ATT. New service with ATT since Novenber 2016. Offered bundle. Over charged. Advised ATT in December they woukd correct and credit. December again they overcharged. Sent dispute Nothing. Terrible and very time consuming. First you chat, they do not do anything. Then they ask you to cll live person. Nothign I have names, I have copies of chat. Who do you complain to> FCC BBB ? Help.
