...I have a cable line connected to my analog tv but am not a cable subscriber? All the units in my apt building come cable-ready so there is a cable wire running into my apt. By attaching it to the tv, I already receive basic channels. Was wondering if I will still need a converter box.

Depends if you are receiving signals from a pay cable system or a matv system. If it's pay cable then no you won't need a converter box. If it's a matv (master antenna) system then you will need a box.

Does your apartment complex have antennas on the roof? If they do it's probably a matv system and you will need the converter.
