Dvr manager - XFinity

My TV APP does not show recordings and scheduling. I call 5 times and chat with 2 agents they told me 7 different answers. I read that I need to add "proper rates" to my account to get my dvr on my tv app. No agent knew about that. My tv app does show everything else (recent channels, purchases and dowloads) but dvr manager. Who knows how to add "proper rates" please?
