Is Charter Communications banning ads for OTA TV?

Funny how cable operators have no problem running ads from Dish and DirecTV.

It could be due to the nature of the commercial:
Charter refused to run a sixty second ad in the St. Louis market that pictures a cable company executive and a narrator that informs him he's going to "lose a ton of money when people realize they don't have to pay you just to watch TV."
But... but I thought OTA TV viewers were a small minority!!!
And Charter would like to keep it that way.

Or maybe they realize how hard it is to compete with "FREE".
