Internet service providers who are moving to charge consumers for every bit of data they consume.
It should come as no surprise that most ISPs are also in the Pay TV business. Even local telecos that provide DSL have partnered with Dish and DirecTV to offer "bundled" services. It's no coincidence that they would cap data to discourage streaming video and increase profits.
