Loss of signal during power outage



When the power goes out, all Xfinity services fail. I have a UPS on both the internet modem and on my TiVo. It didn't used to be this way. I must conclude that one or more batteries have failed in battery back-ups. I have complained many times to the service techs to no avail. How do I go about getting someone to check & fix/replace the batteries?
