Needing to file a claim - DirecTV

I am an ATT Uverse customer and my neighbor had Direct TV installed. The folks that bury the hard line below ground damaged my sprinkler system. I've spent over 2hrs on the phone w/Att Risk mgmt at 800-894-0374 just to be transferred over to Direct TV and to have them tell me that i have to call ATT Risk mgmt. At this point I am BEYOND fuming. I have to file a simple claim for my property damage and need to do it ASAP. Where do I go and who can help me?

I call direct tv and order tv phone and internet for my business they have me a package price and setup appointment for installation they never install but they went into my acc and withdraw $76,$27 and 445.99 and I still didn't receive any service from them.what should I do.
