On Demand and Start Over not working for 3 weeks now! - Time Warner TV

This question is about "On Demand and Start Over not working for 3 weeks now!", with Time Warner Cable TV and apps. After Spectrum 'upgrade' 3 weeks ago and ndless problems with internet, email and TWC TV app, now the TV Start Over and On Demand features have quit working vein though they worked fine until 3 weeks ago. TWC needs to fix this now and provide a credit on my bill for partial loss of the TV services I pay for!
