Outlook with Time Warner - Time Warner Internet

This question is about "Outlook with Time Warner", with Time Warner Cable internet and apps. I use Outlook as my email client on my laptop, desktop, and android tablet. Until recently all my emails synchronized across the webmail server and all three devices like one big happy family. Now something has changed, and when I go to the webmail server I have 3 junk email folders, 3 sent mail folders, and 3 deleted items folders. I keep getting a warning that my mailbox is 95% full, but when I try to delete old items it just keeps moving them back and forth between two of the deleted items folders, I can't truly delete anything. I have not been able to find anything in either TWC support or Outlook support about how to make sure all the outlook clients are pointing to the same folders on the TWC server.

How can I get all the clients and the server back on the same page pointing to the same folders? How can I merge the multiple sent items and deleted items folders back to one folder?
