Recent connectivity issues - Time Warner Internet

This question is about "Recent connectivity issues", with Time Warner Cable internet and apps. Hey all,
As of late I've been having issues where my modem just reboots. Here is the logs:

- Is the upstream power high or is it just me?

I already called and they said there were some outages in my area, but I'm not entirely confident in that reasoning. I have an appointment for Tuesday but wanted to pick your brains too.
