Terrible in-game lag on multiple games - Time Warner Internet

This question is about "Terrible in-game lag on multiple games", with Time Warner Cable internet and apps. Happened lately, I'd say about last week Wednesday. Tried to talk to the Spectrum reps, got the run-around, restart my modem bulls**** and dropped the call/remote access.
I've tried to open ports to said games, tried to enable DMZ and test ports. Ping tests to multiple IPs are fine, -might- spike up to 130ms and then back down to 20, but the games are nearly unplayable. All things on my end - computer wise - is up to date
I'm paying for the 30Mbps, using TWC's tester, 21 ping 44Mbps download 7.2Mbps upload 5ms jitter
Using the Arris TG1672, tried calling TWC and the guy did not understand what I was trying to explain. He kept telling me that my modem has connection - I'm aware it has a connection, I just got the run-around and drop off from the Spectrum reps.
I'm hardwired, in an appartment, in Wisconsin
