Terrible - Time Warner Internet

This question is about "Terrible", with Time Warner Cable internet and apps. As far as my parents have had spectrum i feel they they have been given the run around. They have complained left and right and techs said everything is a ok but that's not the case. The speeds are incredibly slow unless right on top of modem. Here are the stats for their spectrum provided router/modem/voip device Arris TG1672G.
