Time Person of the Year

Why is it that Time includes criminals in its candidates for Time Person of the Year? I had always assumed the title, "Person of the Year" was a postive reference, when it's actually about the the most influential person of the year instead. Case in point, Adolph Hitler or Stalin being selected in previous years. Just curious what others here think.

Osama bin Laden was Person of the Year in 2001.

Certainly the most influential person that year, globally. As was Hitler, when he started WW2.

If you would like to be person of the year. I suggest you strap on a suitcase nuke and head to Mecca for the Kabaa, with a message about a Christian Crusade against Islam.
