Tivo Bolt stuck at 72% after getting cable card paired. - XFinity

I activated my cable card through the online portal and received a cablecard successfully paired message at the end. My tivo box will not make it above 72%, acquiring channel information. I have read this may be a headend issue, or the card did not pair successfully.

Under conditonal access Con is a No and Val = ?. Any help is greatly appreciated.

I had issues and called the Cablecard line associated with my cable company. They had me go into settings & messages, then remote, cablecard & Devices after that I went into cable card decoder then installer menu and read them a ton of different spots while they sent signals to it for it to pair I hope that helps
