Unable to access VOD on my Tivo Premier DVR - XFinity

Xfinity VOD is now available on my Tivo Premier DVR. I can access the Xfinity VOD site on Tivo, but when I enter a program to watch I receive this service error: Error CL-14, the locale code is (tivocardio-ch2-a2p.comcast.com).

I have contacted Xfinity and Tivo regarding this problem. I've re-booted my system, etc., etc. with no change. I have read on the internet that there might be a signal strength problem. Has anyone come across this problem and found a fix?
