Unable to send message - Time Warner Internet

This question is about "Unable to send message", with Time Warner Cable internet and apps. So i have seen this issue posted on here several times but no one really seems to get it resolved. One of my accounts stopped working yesterday. It is one of the addresses that I have tied in Outlook. It won't send or recieve there and won't send in the webmail application. Tech support says there is a known outage but over 24 hours later, it's still not working. Anyone successfully been through this?
