Uverse and Internet out since 22 Oct, cannot get any help from ATT - DirecTV

Both my Uverse and Internet have been out since 22 October, the issue has been escalated as it has been determined it is an outside issue. I cannot seem to get an engineer on site to check the fiber optics, Customer Service agents keep scheduling appointmenst with techs who never show up. I need new fiber optics and no one seems to care! At this point I am ready to cancel my service and change to another provided.
