What may cause internet speeds to die from a speedtest? - Time Warner Internet

I know I may not get an answer to this being what I'm asking technically isn't dealing with the product from TWC but only the service. None the less, I'm just curious because I have a new router. Maybe you heard of Netduma router. none the less, I've tried multiple modems, sb6183, cm600, now my tp-link 7620 and the results are always the same, I do a speedtest on dslreports to check my quality bufferbloat and speed grades and after one test.. the second one I always notice my internet is completely killed. I've never seen that before. so I'm baffled and just out of reasons why this is happening. system log below
